The Dept. of Public Welfare has the responsibility to provide and administer a comprehensive public welfare financial assistance program (MGLA c 18, s 2). The department determines eligibility for public assistance provided under federal-state programs; and provides financial assistance to those in economic need, to the aging for care and rehabilitation, to those needing health services and medical care, and other forms of financial assistance to families and individuals as needed. Denied application files are from among case files created to determine an applicant's eligibility for assistance; in these instances, the applicant was ineligible.
